Concept
Petroyuan
Petroyuan describes the pricing, invoicing or settlement of oil and gas transactions in Chinese renminbi, together with the market infrastructure that could support them. These are different measures. A renminbi-denominated futures contract does not establish the currency used to invoice or settle a physical bilateral oil shipment.
Infrastructure and policy
The Shanghai International Energy Exchange operates a renminbi-denominated crude-oil futures contract. The contract provides price-discovery, hedging and delivery infrastructure. Its trading volume does not equal the share of global physical oil trade settled in renminbi.
In his December 2022 speech to the China-Gulf Cooperation Council Summit, Xi Jinping proposed using the Shanghai Petroleum and Natural Gas Exchange to conduct renminbi settlement in oil and gas trade. This was an official policy proposal. It was not, by itself, a Gulf-wide agreement or proof of implementation at scale.
Measurement limits
The International Monetary Fund reported that the renminbi represented 1.99 per cent of allocated global foreign-exchange reserves in the first quarter of 2026. COFER is a reserve-currency measure. It does not report oil invoicing or settlement.
The Bank of Russia's balance-of-payments publication supplies official external-sector aggregates, but the cited report does not provide an oil-specific settlement-currency share. General growth in renminbi use in Russian trade therefore cannot substantiate a claim that Russian oil is routinely or predominantly settled in renminbi. The same restriction applies to claims about Iranian oil.
Assessment
A petroyuan assessment should distinguish futures denomination, invoice currency, payment currency, reserve holdings and trade-finance currency. It needs an oil-specific numerator, denominator, period and source. Infrastructure and declared policy show capacity and intent; transaction data are required to show adoption.
