Petro (Venezuela)

The Petro was a Venezuelan state-issued digital token launched in 2018 and promoted as backed by state resources. It was not a central bank digital currency or an issuer-controlled dollar stablecoin. Those categories are covered separately in Central bank digital currencies and Issuer-controlled dollar stablecoins (USDT and USDC).

The government promoted the token for payments, public charges and access to finance. Official fundraising and adoption claims were not supported by a complete independently auditable record, so historical totals should not be repeated as established facts.

United States Executive Order 13827 prohibited specified US-person transactions involving Venezuelan government-issued digital currency. The order remains part of OFAC's legal library, while the current Venezuela programme has changed through later executive and licensing actions. The Petro restriction and every current Venezuela measure should be analysed separately.

Public reporting states that Venezuela closed the Petro platform in January 2024. No accessible Venezuelan primary closure instrument was located in the approved source plan. The closure is therefore an attributed historical status, not an independently established legal termination date.

Venezuela's Petro sovereign token (2017-2024) covers the fuller case chronology. Cryptocurrency and stablecoin sanctions evasion is a wider mechanism and should not be inferred from token issuance alone. A state token still depends on users, conversion, technical operation and counterparties.

Assessment should distinguish design claims, issuance, actual transactions, government accounting, US prohibition and reported closure. The Petro's history does not establish that all sovereign tokens evade sanctions or that digital issuance creates cross-border acceptance.

Technical operation also requires separate evidence. A wallet, quoted unit or official acceptance rule does not show liquid exchange, reliable redemption or sustained merchant use. Editors should identify the platform, operator, transaction source and period before describing adoption or failure.
