Peter Andreas

Peter Andreas is an American political scientist whose work examines smuggling, border policing, wartime markets and the relationship between states and illicit commerce. Brown University listed him as John Hay Professor of Political Science and International Studies as at 30 July 2026. His actor entry records an analytical role, not strategic intent or state authority.

Argument and evidence

In Smuggler Nation: How Illicit Trade Made America (2013), Andreas traced contraband, embargo evasion and industrial espionage through US history. Blue Helmets and Black Markets (2008) examined the siege of Sarajevo and the markets that crossed formal conflict lines. These studies show how prohibition and blockade create incentives for intermediaries, but they do not imply that smugglers share a single political purpose.

Andreas directly challenged Moisés Naím in "Measuring the Mafia-State Menace" (2012). He argued that claims about a new fusion of governments and organised crime relied on weak measurement and understated historical continuity. This is an empirical and conceptual rebuttal, not a defence of illicit conduct. Naím's thesis and Andreas's critique should be presented as competing interpretations.

Relevance

Andreas supplies a caution against treating Sanctions-busting as proof that sanctions failed or that every evader acted for a state. Smuggling can sustain civilians, enrich officials, assist military actors or exploit arbitrage, sometimes at once. The Underground financial system likewise contains distinct legal and strategic relationships.

His work on the United Nations and allied sanctions against the Federal Republic of Yugoslavia (1992-2001) supports analysis of adaptation and unintended markets. It does not transfer actor-level intent from states to traders. Metadata therefore records theorist status, absent state nexus and no applicable strategic intensity.
