Oleg Deripaska

Oleg Deripaska is a Russian businessman whose designation by the United States in 2018 became a test of how sanctions against an individual can affect globally integrated companies. This living-person entry distinguishes official allegations, listing decisions, corporate restructuring, civil litigation and an unresolved criminal accusation. None is evidence of guilt beyond its stated legal or administrative effect.

United States designation

On 6 April 2018, the United States Treasury designated Deripaska under Executive Orders 13661 and 13662. Treasury's notice recited allegations concerning his conduct and links. Those statements were the agency's stated basis for administrative action, not criminal findings, and this entry does not independently adopt them. The Office of Foreign Assets Control also designated En+ Group, United Company Rusal and EuroSibEnergo, among other entities, on the basis described in its action notice.

The measures produced wider commercial exposure because Rusal was a major aluminium producer. Treasury said in April 2018 that Rusal accounted for about 7 per cent of global aluminium production and issued General Licence 14 to reduce unintended effects on partners and allies. That official record establishes the government's mitigation rationale. It does not by itself prove every reported price, shortage or exchange effect.

Corporate delisting and continuing individual status

In December 2018, Treasury notified Congress that it intended to remove En+, Rusal and EuroSibEnergo from the sanctions list after negotiated ownership, governance, audit and reporting commitments. OFAC implemented the corporate removals on 27 January 2019. Treasury stated that Deripaska's own designation remained in place and that his property and interests in property remained blocked where United States jurisdiction applied.

The arrangement therefore separated an individual listing from corporate status. It reduced Deripaska's ownership and control under specified terms, but it should not be used to infer his present ownership, control or corporate role. The affiliations recorded in this entry are historical and relate to the 2018 to 2019 proceeding.

Deripaska challenged his designation in federal court. On 29 March 2022, the United States Court of Appeals for the District of Columbia Circuit affirmed dismissal of his challenge. That judgment resolved the civil designation case before it. It did not determine the separate criminal allegations announced later that year.

In September 2022, the United States Department of Justice announced an indictment alleging sanctions evasion by Deripaska and associates. An indictment is an accusation. A December 2024 Department of Justice announcement concerning a separate civil-forfeiture complaint said that the indictment had been unsealed and that Deripaska remained at large. No later conviction or final criminal disposition was located in the publication-day search, so no such conclusion is drawn here.

Other jurisdictions and assessment

The United Kingdom's live sanctions record listed Deripaska when checked on 29 July 2026. The European Union added him in April 2022; a 2025 Official Journal notice records his challenge to later maintaining acts. United States, United Kingdom and European Union status must each be checked again on publication day. This entry makes no current Australian-listing claim.

The case shows how sanctions can transmit through ownership and commercial networks. It also shows one method of partial reversibility: authorities can condition corporate delisting on governance and ownership changes while maintaining an individual designation. It does not establish that this structure caused later policy choices elsewhere.
