Office of Trade Sanctions Implementation (OTSI)

The Office of Trade Sanctions Implementation is a unit within the UK Department for Business and Trade. Launched in October 2024, OTSI licenses specified sanctioned trade and exercises defined civil enforcement powers under the Trade, Aircraft and Shipping Sanctions (Civil Enforcement) Regulations 2024.

Remit and institutional boundary

OTSI's civil remit covers specified services and international movements or transfers of sanctioned goods and technology where the regulations assign jurisdiction. Its licensing remit expanded on 27 April 2026 to additional sanctioned goods and associated services. Strategic export-control licensing remains with the Export Control Joint Unit (UK) where applicable.

OTSI is not the whole United Kingdom sanctions system. The Office of Financial Sanctions Implementation (OFSI) administers financial sanctions. HM Revenue and Customs performs border and criminal enforcement functions for trade controls. The FCDO Sanctions Directorate leads policy and designations, while prosecutors and courts determine criminal cases. Referral by OTSI does not itself establish an offence.

Civil powers include information requirements, monetary penalties and publication of breach reports within the legal framework. OTSI's first-year report, published in December 2025 with data through 9 October, stated that investigations were under way but no civil monetary penalty had been imposed. The live enforcement collection recorded no later OTSI monetary penalty through 30 July 2026. Workload and penalty counts remain time-sensitive.

OTSI illustrates institutional investment in enforcement after broad post-2022 trade restrictions. Its creation does not prove that offshore circumvention has fallen. Assessment requires dated cases, penalties, licensing outcomes and evidence of compliance effects under the Sanctions and Anti-Money Laundering Act (UK, 2018). Guidance is not itself a penalty decision.

Current jurisdiction must be checked against amended regulations.
