Office 39
Office 39, also called Bureau 39 or Central Committee Bureau 39, is a secretive Workers' Party of Korea body associated by US and UN records with earning and managing foreign currency for the DPRK leadership. Its state nexus is direct where official records identify it as a party or government entity. Its internal structure, present leadership and responsibility for particular transactions remain difficult to verify from open sources.
Established record
Executive Order 13551 named Office 39 in its annex in August 2010. The accompanying US Treasury fact sheet described illicit economic activity, foreign-currency generation and control of entities inside and outside North Korea. In November 2010, Treasury designated Korea Daesong Bank and Korea Daesong General Trading Corporation as owned or controlled by Office 39. The UN later listed Office 39 as a DPRK government entity.
These administrative records establish designation and the issuing authorities' stated grounds. They do not adjudicate every underlying allegation or prove that all activity by a named company occurred at Office 39's direction. Descriptions of narcotics, counterfeiting, luxury-goods procurement and slush funds should remain attributed to the relevant authority and date.
Network boundaries
Office 39 is best analysed as a state-linked institutional network rather than a synonym for the DPRK's entire illicit economy. The Reconnaissance General Bureau, military procurement bodies, diplomatic missions, trading companies and individual facilitators have separate mandates and reporting lines. Evidence that Korea Daesong Bank served Office 39 does not place every DPRK bank within the bureau.
The same boundary applies to newer revenue techniques. Cyber operations and overseas workers may perform a common hard-currency function, but open sources do not establish that Office 39 commands every operation. Kim Jong-un leads the state and party system, yet leadership status alone does not prove personal direction of each transaction.
Strategic function
Office 39 acts as enabler, intermediary and adapter. Its reported function is to preserve access to foreign currency and goods despite legal and financial restriction. Cash, commodities, trading firms and financial intermediaries can provide substitution when formal banking access narrows. This is resilience and evasion, not itself proof of coercion against another state.
The Banco Delta Asia Section 311 action (2005-2007) illustrates why access points matter. US action against one bank disrupted specified accounts and wider correspondent confidence, but any claim that it compelled a change in DPRK weapons policy requires separate evidence. Likewise, Currency counterfeiting as economic weapon describes a mechanism and allegation set, not a finding that every reported counterfeit note belonged to Office 39.
As at 30 July 2026, the 1718 Committee and UN measures continued, while the Panel of Experts had ended in April 2024 and MSMT operated separately. Current statements about Office 39's organisation, list status or revenue should be checked against operative records on publication day.
