Micron

Micron Technology is a United States semiconductor company specialising in memory and storage products. It became a target in United States-China technology competition when China's Cyberspace Administration (CAC) opened a cybersecurity review in March 2023 and, on 21 May 2023, directed operators of critical information infrastructure not to procure Micron products that failed the review.

Chinese review

The CAC announcement said the reviewed products presented serious network-security risks affecting China's critical information infrastructure and national security. It did not publish detailed technical evidence sufficient for outsiders to reproduce the assessment. The restriction applied to procurement by critical information infrastructure operators, not every sale of a Micron product in China.

Micron acknowledged the decision in its 2023 Form 10-K and described effects on revenue and customer demand. Company estimates changed as the scope became clearer, so this entry does not preserve a single forecast as a realised loss. In 2025 Micron said the decision continued to affect its China data-centre business. Current commercial exposure requires the latest filing.

Competing characterisations

Chinese authorities described the measure as a cybersecurity decision under domestic law. United States officials rejected its factual basis and characterised it as economic coercion. Neither position should be converted into an unqualified finding of motive. The timing, after United States semiconductor export controls, supports analysis of retaliatory context, but timing alone does not establish legal retaliation.

Strategic response

Micron is also a beneficiary of United States industrial policy. In 2024 the Department of Commerce announced CHIPS Act incentives supporting planned production in Idaho and New York. This creates a mixed statecraft position: the firm is a target of foreign market restriction, an adapter diversifying production and customers, and an industrial partner receiving domestic support.

The case shows that cybersecurity review can operate as a market-access instrument in technology competition. Its strategic effect is clear even where purpose is disputed: procurement shifts, firms redesign geographic exposure and governments use subsidies and controls to shape semiconductor capacity.

Capability and exposure

Memory semiconductors are globally traded but technically differentiated by generation, qualification and customer use. Chinese purchasers could seek products from other suppliers, while Micron could redirect some output, so the restriction did not create a simple one-for-one national loss. Substitution may change prices, inventories and market share across the sector. It may also benefit firms based in allied states, complicating collective responses. For a current assessment, Micron's audited filings should be used to separate revenue by customer headquarters from end-market demand and manufacturing location. Announced investment incentives should likewise be distinguished from disbursed public funds and completed production capacity. The strategic unit is the qualified supply relationship, not simply the vendor's nationality or the place where a sale is invoiced.

That unit captures technical approval, replacement time, customer concentration and the public authorities able to intervene.
