Made in China 2025 industrial policy (2015-2025)
Made in China 2025 was a State Council industrial-upgrading plan for the 2015 to 2025 period. It coordinated public policy to improve China's manufacturing capability, innovation and control of critical industrial inputs. Its declared purposes made it enabling and defensive economic statecraft. The plan did not make every implementing measure coercive, impose one domestic-content quota across all priority sectors or guarantee the stated outcomes.
Plan, roadmap and implementation
The State Council issued Document No. 28 on 8 May 2015 and published it on 19 May. It organised nine tasks, five major projects and ten priority fields within a three-stage ambition to make China a leading manufacturing power. The tasks covered innovation, industrial digitisation, industrial foundations, quality, green manufacturing, priority breakthroughs, structural adjustment, manufacturing services and international development. The five projects concerned manufacturing innovation centres, intelligent manufacturing, stronger industrial foundations, green manufacturing and high-end equipment innovation.
The ten fields were new-generation information technology; high-end computer numerical-control machine tools and robotics; aerospace equipment; ocean-engineering equipment and high-technology ships; advanced rail equipment; energy-saving and new-energy vehicles; power equipment; agricultural machinery; new materials; and biomedicine and high-performance medical devices. The 2025 date was the first milestone, not the endpoint of the longer ambition.
The State Council plan and the advisory committee's October 2015 technical roadmap are different documents. The roadmap developed sectoral objectives and described an economy-wide goal for independent assurance of core basic components and key basic materials. It did not establish a binding requirement that every priority field achieve 40 per cent domestic content in 2020 and 70 per cent in 2025.
Implementation combined central and subnational action. Measures included public finance, research support, demonstration projects, standards, procurement, policy-bank lending, guidance funds and other industrial-policy tools. A central plan can shape incentives without making every provincial subsidy, bank decision, acquisition or firm strategy an attributable Made in China 2025 measure. The programme link, issuing authority and operative instrument must be shown case by case.
Statecraft roles and external response
The state nexus was direct. The State Council set the plan; ministries and local governments implemented related programmes; policy banks, government funds and procurement authorities transmitted public direction. Manufacturers, research organisations, financial institutions and local industrial ecosystems were domestic objects and intermediaries. Foreign suppliers and governments experienced competition, altered market access and reduced Chinese dependence, but were not automatically designated targets.
The United States Trade Representative's 2018 Section 301 report treated the plan as evidence within its findings on Chinese technology-transfer, intellectual-property and innovation practices. Those propositions are official United States findings, not neutral proof of every alleged practice or of the plan's performance. The resulting tariff response likewise requires its own legal and causal analysis.
Continuity, performance and contestation
Official use of the label declined after 2018, but label continuity and policy continuity are separate questions. The original plan's horizon ended in 2025. Later five-year planning continued advanced-manufacturing, core-technology and self-reliance objectives, including in the fifteenth-plan cycle, without extending the legal life of the 2015 document or making every successor policy part of Made in China 2025.
Performance was uneven across sectors and metrics. Production scale, productivity, innovation, import dependence and market share measure different things. Research on listed firms and subsidies also identifies implementation incentives and unintended effects. A defensible assessment therefore compares each sector against a stated target and counterfactual. Neither scale alone proves strategic success nor continued reliance on imported inputs proves comprehensive failure.
