Launch capacity and space-access infrastructure

Launch capacity and space-access infrastructure combines launch vehicles, engines, pads, ranges, payload-processing facilities, licences, insurance and mission integration. Each layer has a different controller. A rocket manufacturer does not necessarily operate the launch site; a range authority can withhold access; a regulator can deny a licence; and a payload owner depends on insurance and an available vehicle before any downstream satellite service exists.

The technology is dual-use. Commercial communications, weather, navigation and science missions use the same industrial base that supports military sensing and secure communications. Export controls and launch licensing can constrain access, but capability alone does not establish coercive intent. The strategic act lies in an evidenced denial, condition or resilience programme, not in the existence or nationality of a launcher.

March 2022 demonstrated these distinctions. Roscosmos conditioned a planned OneWeb launch on political assurances and the disposition of the United Kingdom's shareholding. Separately, Roscosmos withdrew personnel from Europe's Spaceport, and ESA placed scheduled Soyuz missions on hold on 17 March 2022. These were specific operator and intergovernmental decisions. They did not disable launch technology generally. Europe then assessed Ariane, Vega and other services, illustrating Network reconstitution (parallel rails) after a supplier interruption.

Substitution is slow and mission-specific. A customer must match payload mass, orbit, fairing, vibration limits, schedule, licensing and integration requirements. An alternative vehicle may exist yet require redesign or a long queue. For Satellite constellations and Starlink-class LEO networks, launch cadence and replenishment affect resilience; for states, indigenous or allied access can reduce exposure to Space and satellite-service denial. Export and licensing controls can also make the same infrastructure an instrument of Technology denial.
