Kirill Dmitriev

Kirill Dmitriev is the chief executive of the Russian Direct Investment Fund (RDIF), which he has led since its creation in 2011. His economic-statecraft role is to connect Russian state capital with foreign investors and senior decision-makers. This is a living-person entry and confines adverse claims to attributable official records.

Dmitriev's official RDIF biography records earlier work in investment banking and private equity and describes his role in building sovereign co-investment partnerships. Under his leadership, RDIF promoted foreign investment into Russian infrastructure, technology, health and industrial projects. He also represented the fund in international commercial diplomacy.

On 28 February 2022, the United States designated Dmitriev under Executive Order 14024. The Treasury notice states that OFAC acted because he was a leader or official of the Russian government and chief executive of RDIF. Treasury also made wider allegations about his proximity to President Vladimir Putin and RDIF's political function. Those statements are attributed United States government positions, not criminal convictions or judicial findings. Canada and the European Union also imposed restrictive measures in 2022.

As at 29 July 2026, the United States designation remains relevant to transactions subject to United States jurisdiction. Dmitriev has also performed publicly reported diplomatic and investment functions since 2022, but this entry does not infer a confidential negotiating role from press accounts. Any current official appointment should be supported by a dated Kremlin or government instrument before publication.

Dmitriev illustrates how relationship-based investment diplomacy can become a sanctions vulnerability. The networks that supported positive economic engagement also made the institution and its chief executive identifiable targets once relations shifted to coercion.
