Justice for Victims of Corrupt Foreign Officials Act (Canada, 2017)

The Justice for Victims of Corrupt Foreign Officials Act is Canada's targeted human-rights and corruption sanctions statute. It remains in force and amended. The current consolidated Act, including the amendment history displayed for 2023, and the current regulations control its legal scope. It forms one Canadian branch of Economic statecraft alongside the Special Economic Measures Act (Canada, 1992).

Authority and operation

The Governor in Council may list a foreign national when satisfied that the statutory conditions are met. The Minister of Foreign Affairs administers the regime. Prohibited dealings cover listed persons' property and specified financial or related services. Reporting, disclosure and permit provisions support implementation. Immigration inadmissibility follows through separate legislation and must not be confused with the financial prohibitions.

A listing is an executive legal decision, not a criminal conviction or judicial finding. Ownership and control questions require the current statutory and regulatory text and transaction-specific facts. The schedule can change, so a person count or country breakdown must carry an access date. As at 30 July 2026, the official consolidated regulations, not an undated secondary list, supplied the operative schedule.

Permits and statutory exceptions must be analysed separately from delisting.

The Act resembles the United States Sergei Magnitsky Rule of Law Accountability Act (2012) and Global Magnitsky Act and EO 13818 (2016, 2017), but each regime has its own legal test and territorial reach. The broader Magnitsky case and the expansion of targeted human-rights sanctions (2009-present) explains their policy lineage. Designation restricts access and signals condemnation. It neither determines the underlying conduct nor demonstrates deterrence or behavioural change.
