Jimmy Carter

Jimmy Carter (1924-2024) was the United States president responsible for two contrasting coercive measures: the 1979 blocking of Iranian government property and the 1980 restriction of grain exports to the Soviet Union. The comparison shows why control over a financial jurisdiction differs from control over a fungible commodity market.

Iranian government property

Executive Order 12170 of 14 November 1979 blocked property and interests in property of the Government of Iran, its instrumentalities and the Central Bank of Iran that were or became subject to United States jurisdiction. The order also reached specified foreign branches of United States banks. It did not state that the amount was USD 12 billion. Any total requires a dated Treasury accounting that defines gross assets, claims and later transfers.

The January 1981 Algiers settlement used escrow, transfer orders and a claims mechanism in connection with the hostages' release. Describing all property as simply released obscures the Iran-United States Claims Tribunal and the allocation of funds. The episode demonstrates that blocked assets can become bargaining material, but it does not prove that every later reserve restriction will produce negotiation.

Soviet grain restriction

Carter's 7 January 1980 directive allowed exports up to the eight-million-tonne level in the 1975 grain agreement and terminated shipments above it. His annual message reported that the Soviet Union had intended to buy about 25 million tonnes, leaving approximately 17 million tonnes affected. The figure was therefore an administration estimate, not a quantity written into the directive.

Substitution by other suppliers and domestic incidence require trade and agricultural evidence. The presidential records establish authority, scope and declared purpose; they do not by themselves prove that the measure failed or that United States farmers bore the largest cost.
