Janet Yellen
Janet L. Yellen served as United States Treasury Secretary from 26 January 2021 to 20 January 2025. During that tenure Treasury implemented financial measures against Russia, participated in the Group of Seven oil price-cap design and developed supply-chain policy around friend-shoring. These were departmental and coalition actions, not Yellen's personal instruments.
Policy contribution
On 28 February 2022, Treasury prohibited specified transactions involving the Central Bank of Russia, National Wealth Fund and Ministry of Finance under Executive Order 14024. The action restricted Russia's ability to use assets within the United States legal perimeter. It did not confiscate the underlying principal.
In an April 2022 address, Yellen argued for friend-shoring: deepening supply-chain integration with trusted partners to reduce strategic vulnerability without retreating into autarky. The speech establishes her public formulation and rationale. It does not prove sole authorship of allied de-risking policy.
Yellen also supported a price cap intended to reduce Russian oil revenue while preserving supply to the world market. Outcome claims require price, volume and budget evidence; the policy's stated design is not proof of effect.
Her position on Russian sovereign assets evolved within a legal distinction. Treasury initially immobilised assets rather than taking title to them. By June 2024 Yellen supported Group of Seven financing repaid from windfall earnings, and Treasury disbursed a USD 20 billion United States loan under that mechanism in December 2024. Earnings, principal immobilisation and confiscation remain separate concepts.
Claims that sanctions would erode dollar dominance, or that Yellen's caution delayed escalation, require a dated transcript and independent analysis. They are not established by the official actions below. Yellen rejoined the Brookings Institution in April 2025 as a distinguished fellow in residence in its Economic Studies programme. Brookings still identified her in that role in January 2026.
