IRISL

Islamic Republic of Iran Shipping Lines (IRISL) is Iran's national maritime carrier and a recurrent United States sanctions target. Its history demonstrates the importance of legal basis, effective date and entity identity: IRISL, its subsidiaries, vessels and aliases have not always held the same status.

Designation chronology

On 10 September 2008, the United States Treasury designated IRISL and named affiliates under Executive Order 13382. Treasury stated that IRISL provided logistical services to Iran's Ministry of Defense and Armed Forces Logistics. This is the United States government's administrative finding.

United Nations Security Council Resolution 1929 of 9 June 2010 called for inspection of cargo where states had reasonable grounds to believe prohibited items were present and identified specified IRISL-related entities. It did not impose one blanket global asset freeze on every IRISL company or vessel.

Specified IRISL entries were removed on Joint Comprehensive Plan of Action implementation day in January 2016. United States restrictions were reimposed in November 2018, when Treasury identified IRISL under Executive Order 13599 and added named subsidiaries and vessels. In December 2019, the State Department announced an additional Executive Order 13382 designation with a 180-day wind-down; it took effect on 8 June 2020. These steps must not be compressed into one uninterrupted designation.

Treasury notices have described renaming vessels, changing ownership records and using front companies as deceptive practices. Those descriptions remain attributed government findings. They establish the stated basis for action, not a judicial conclusion that every renamed vessel or affiliate engaged in evasion. Current status must be verified through the Office of Foreign Assets Control list using exact names and identifiers on publication day.
