Hamas

Hamas is a Palestinian political and armed organisation founded in 1987 that has exercised de facto authority in Gaza and operates political, military, social, financial and external-support structures. The United States, United Kingdom and European Union maintain terrorist listings or sanctions covering Hamas under their respective legal systems.

Organisation and status

Hamas is not a state and should not be treated as identical to Gaza's civilian population, Palestinian residents generally, or every administrative body operating under its rule. Organisational boundaries, leadership and associated networks can change during conflict. Attribution should name the relevant wing, office, individual or support entity when authoritative evidence permits.

The United States lists Hamas as a Foreign Terrorist Organization and applies counter-terrorism sanctions, including authorities associated with Executive Order 13224 (2001). The United Kingdom proscribes Hamas in its entirety. The European Union maintains Hamas-related listings within its terrorism sanctions architecture. These regimes differ in legal basis, scope, review and consequence. Terrorist-financing designation (SDGT) covers the US financial-designation mechanism rather than every foreign listing.

Economic statecraft

Hamas raises, moves and spends resources through a changing mix of taxation, business activity, charitable or donor channels, cash couriers, informal transfer systems, formal financial institutions, external patrons and digital assets. Official designations frequently target facilitators, exchange houses, investment networks and front companies rather than only armed operatives.

Claims about Cryptocurrency and stablecoin sanctions evasion require scale and transaction evidence. Digital assets can move value across borders, but seizure records and addresses do not establish the share of the organisation's total finance. Cash, trade and conventional intermediaries remain relevant.

Iranian support and relationships with the Quds Force are an important part of the external-finance picture, but Hamas retains its own organisation and objectives. Affiliation, sponsorship and operational control are distinct propositions and should be sourced separately.

Current position and analytical safeguards

Official measures continued after the October 2023 attacks and the Gaza war. On 23 July 2026, the US Treasury designated three people and three entities that it said belonged to Hamas's overseas investment portfolio. The European Union strengthened the scope of its terrorism-list framework in February 2026 and maintained existing listings. These actions show an active, evolving financial campaign rather than a closed historical regime.

As at 30 July 2026, editors should use current designation records for legal status and date-stamp leadership or organisational claims. They should distinguish alleged, designated and judicially established conduct. Humanitarian organisations, civilians and ordinary commercial activity require separate analysis, especially where counter-terrorism controls affect access to banking, aid delivery or essential goods.

Effects and limits of financial pressure

Asset freezes and criminal prohibitions raise the cost of formal finance, expose facilitators and deter service providers. Their effectiveness depends on intelligence, cross-border cooperation, beneficial-ownership information and practical enforcement. Displacement into cash, commodities or informal networks can preserve part of the flow while making transactions less efficient and more vulnerable to seizure.

Financial pressure also creates humanitarian and compliance risks. Banks may avoid lawful activity connected to Gaza because screening is difficult and penalties are severe. Licences, humanitarian exceptions and clear guidance matter, but they do not guarantee that a willing bank or transporter will operate. Assessment should therefore separate resources denied to Hamas from friction imposed on civilians and relief organisations.
