Gold-flow and bullion denial
Gold-flow and bullion denial is the restriction of a target's ability to export, import, refine, trade, transport or obtain financial services for gold. It seeks to reduce the usefulness of bullion as a reserve, revenue source or settlement asset. Public law and private market standards are separate channels.
Channels
Governments can prohibit imports, exports, services or transactions involving specified gold. Exchanges, refiners, vaults and trade associations can also restrict access through rules and accreditation. Private action may be commercially powerful without creating a legal prohibition outside the institution's own network.
On 7 March 2022, the London Bullion Market Association suspended six Russian gold and silver refiners from its Good Delivery List. LBMA stated that bars produced while the refiners were listed remained Good Delivery. The decision limited new accredited output; it did not invalidate every pre-existing bar or prohibit all global trade in Russian gold.
The European Union's July 2022 package prohibited the purchase, import or transfer of gold originating in Russia and exported from Russia after the prohibition entered into force, including specified jewellery. Its legal effect is defined by the operative regulation and EU jurisdiction. It should not be described as a universal gold ban.
Effects and adaptation
Denial can reduce access to high-liquidity markets, recognised refiners, insurance and finance. Targets may redirect bullion, recast bars, use intermediaries or accept price discounts. Physical possession protects against one form of custodial immobilisation, but monetising gold still depends on counterparties, transport, assaying and market access.
Assessment should track volumes, discounts, refinery status, legal coverage and substitution. Announced restrictions do not establish complete denial.
