Gina Raimondo

Gina Raimondo is a former United States Secretary of Commerce whose 2021 to 2025 tenure joined advanced-technology export controls with large-scale semiconductor industrial policy. She was confirmed by the Senate in March 2021 and left office in January 2025.

Statecraft role

The Department of Commerce houses the Bureau of Industry and Security (US Commerce). During Raimondo's tenure, BIS issued the October 2022 controls on advanced computing and semiconductor manufacturing items destined for China, then strengthened and refined them in October 2023. These rules became the core of United States advanced-computing and semiconductor controls on China (2022-present).

Raimondo also oversaw implementation of CHIPS and Science Act incentives. Commerce used grants, loans and guardrails to expand domestic fabrication, packaging and research capacity under CHIPS Act and the semiconductor subsidy race (2022-present). Technology denial and productive capacity were treated as two sides of the same national-security programme.

Diplomacy with supplier governments was required because semiconductor equipment and production networks cross jurisdictions. Raimondo's department worked within the wider Multilateral chip-control coalition, although each partner retained its own legal authorities and licensing decisions.

Assessment

Raimondo was a senior political author and administrator of the policy, not the sole decision-maker. The President, Congress, BIS officials, other departments, partner governments and private firms shaped its design and implementation. Entries should therefore attribute specific rules to the issuing authority and date, not personalise the entire system.

Her significance lies in institutional integration. Commerce combined export administration, supply-chain analysis, subsidy awards and alliance coordination at a moment when commercial semiconductor policy became central economic statecraft. The department's retrospective account described a four-year transformation, but that official framing should be read alongside the operative rules and awards.

As at 30 July 2026, the cited Commerce history records Raimondo's federal tenure as ending on 20 January 2025. Current BIS rules and CHIPS decisions belong to the officials and institutions exercising those authorities after her tenure.
