Export Finance Australia

Export Finance Australia is Australia's statutory export credit agency. It provides loans, guarantees, bonds and other financial support under the Export Finance and Insurance Corporation Act 1991. Its powers and purposes come from legislation and government directions, not from an independent mandate to conduct economic strategy.

Current role

The current Act incorporates amendments effective 2 April 2026, including interaction with the Strategic Reserve framework. EFA also operates critical-minerals financing activity and announced support for the Wagerup project on 15 July 2026. An announcement can identify a proposed facility or government commitment; it does not by itself establish execution, disbursement, completion or strategic effect.

EFA can operate as Development finance as statecraft and Positive economic statecraft (inducement) when public finance unlocks trade, infrastructure or supply capacity aligned with policy. It also belongs beside the Japan Bank for International Cooperation and initiatives such as the Minerals Security Partnership. The institutions differ in statute, ownership, instruments and national objectives.

Assessment must distinguish statutory capacity, government appropriation or direction, facility design, EFA approval, signed finance and realised project output. Public finance may shift risk or improve access without causing a project that would otherwise not occur. Claims about additionality, supply security or influence therefore require transaction and outcome evidence beyond the agency's mandate. Portfolio totals must specify whether they measure exposure, approvals, commitments or disbursements. Commercial confidentiality can limit project-level assessment, which should be acknowledged rather than filled with inference.

The agency's statutory name and trading name should also remain distinct in legal discussion. Government announcements should be cross-checked against agency disclosures.
