European External Action Service

The European External Action Service (EEAS) is the European Union's diplomatic service. It supports the High Representative in the Common Foreign and Security Policy, operates Union delegations and coordinates with member states, the Council and Commission. It is a policy and diplomatic institution, not the sole legislator or enforcer of European Union sanctions.

Council Decision 2010/427/EU established the Service, which became operational in 2011. Its personnel combine European Union officials and diplomats seconded from member states. This hybrid design gives the EEAS access to national and Union information while preserving the treaty roles of the participating institutions.

For restrictive measures, the High Representative or a member state can propose a Common Foreign and Security Policy decision under Article 29 of the Treaty on European Union. The Council adopts, renews or lifts the decision. Where economic or financial measures are required, the High Representative and Commission jointly present a Council regulation under Article 215 of the Treaty on the Functioning of the European Union. Member states implement and enforce the resulting rules, with the Commission performing its assigned monitoring role.

The EEAS Sanctions Division supports design, listings, review, Council negotiation, diplomatic coordination and policy communication. It does not independently designate a person, freeze an account or prosecute a breach. Those acts require the competent Council, Union, national or judicial authority.

Its statecraft value lies in converting diverse national positions into a common foreign-policy package and coordinating alignment with partners. The same consensus requirements can slow action or narrow measures. Assessment should distinguish proposal, adoption, implementation and enforcement.
