Edward Fishman

Edward Fishman is an American former official, analyst and author whose work concerns sanctions and economic statecraft. This is a professional and intellectual profile. It does not use Fishman's work as independent proof of his own importance or assign coalition decisions to him without evidence.

Public service

Institutional biographies record service at the Treasury, the Department of Defense and the Department of State. At State, Fishman worked on Iran sanctions, served as the Russia and Europe lead in the Office of Economic Sanctions Policy and Implementation, and joined the Secretary's Policy Planning Staff from 2015 to 2017. Columbia and the Atlantic Council describe his work on sanctions coordination after Russia's actions in Ukraine. Those are institutional accounts of his contribution. The legal instruments and coalition outcomes remained decisions of governments and authorised agencies.

The sequence matters. A role in Treasury or the Pentagon did not carry State Department authority, and later research appointments did not continue public office. Institutional profiles describe Fishman as advising on sanctions and negotiating with partners. They do not establish that he personally selected every measure, secured every allied decision or controlled implementation. Where individual authorship matters, the record needs a dated memorandum, speech or first-party account tied to the decision.

Research and argument

Fishman's 2025 book Chokepoints argues that the United States and its partners have exercised power through central positions in finance, technology, energy and related service networks. The book is practitioner analysis and narrative history. Its interpretation should be identified as his, and its factual claims should be checked against the underlying records when used elsewhere in the encyclopedia.

The argument links coercive capacity to dependence on systems that states and firms can regulate. It also carries a warning: repeated use can encourage adaptation, substitution and political resistance. That is an analytical framework, not a universal causal finding. A case entry must establish the relevant network, legal control point, compliance response and outcome from its own evidence.

As at 29 July 2026, the Council on Foreign Relations listed Fishman as senior fellow and director of its Maurice R. Greenberg Center for Geoeconomics. Columbia listed him as a senior research scholar and adjunct professor and identified him as co-chair of its Economic Statecraft Task Force. Columbia's faculty profile also listed private-sector, Center for a New American Security and Atlantic Council roles, but the relevant institutions used inconsistent present and past labels. This entry therefore treats only the Council on Foreign Relations and Columbia roles as independently corroborated current affiliations.

Assessment

Fishman's relevance lies in connecting policy practice to a theory of network chokepoints and in advocating more deliberate institutions for economic statecraft. His public analysis of Russian oil sanctions and the price cap is commentary by a named participant and analyst, not evidence of effectiveness on its own.

The Columbia energy-policy event source is useful for identifying what Fishman and other speakers argued. It should not be transformed into a settled institutional conclusion, particularly where speakers differ on enforcement, price effects or coalition durability.
