Bank Rossiya

Bank Rossiya is a Russian commercial bank designated by the United States on 20 March 2014 under Ukraine-related sanctions authority. The designation followed Russia's annexation of Crimea. Bank Rossiya remained in OFAC's sanctions data at the 30 July 2026 planning lock, subject to publication-day confirmation through the Specially Designated Nationals and Blocked Persons List.

Designation and effects

The United States Treasury described Bank Rossiya in 2014 as the personal bank of senior Russian officials and stated that it provided services to persons connected to the Russian leadership. Those are Treasury's official characterisations, not judicial findings. Ownership, control and customer claims must be attributed to their source and checked against current corporate evidence.

Following designation, United States persons were generally prohibited from dealing in blocked property under the applicable authority. Payment-network and correspondent reactions created additional effects. These developments helped motivate Russian investment in domestic payment infrastructure, including NSPK and the Mir card system. They do not prove that designation alone caused every later change in the bank's business or Russia's wider financial architecture.

Bank Rossiya is relevant to the Sanctions following Russia's annexation of Crimea and intervention in eastern Ukraine (2014-2022) as an early test of targeting a politically connected financial institution. It also illustrates the evidentiary difference between an executive designation, an official allegation and an adjudicated finding. Claims about Russian oligarchs, beneficial ownership or economic loss require separate support.
