ASML
ASML is a Dutch semiconductor-equipment company and the only commercial supplier of extreme ultraviolet lithography systems as at 30 July 2026. Its position gives the Netherlands an important regulatory control point, but ASML remains a private firm operating under Dutch and other applicable law.
Technology and market position
Lithography projects circuit patterns onto wafers. Extreme ultraviolet (EUV) lithography supports leading-edge production, while Deep ultraviolet (DUV) lithography spans several technical configurations and process uses. EUV, DUV, metrology, software, spare parts and service are not one product class. ASML's annual report and results use defined shipment, order and revenue measures; editors should not combine them or convert a quarterly figure into annual capacity.
ASML's position is a Semiconductor chokepoint because customers need highly specialised tools, installation and continuing service. That position does not mean ASML controls every semiconductor process. Materials, design software, deposition, etch, packaging and foundry operations add other dependencies.
Export controls
The Dutch government requires authorisation for specified advanced semiconductor-manufacturing equipment. Controls introduced in 2023 were expanded in 2024 and tightened again in 2025. These are item-specific legal requirements, not a universal ban on ASML exports to China or on all DUV equipment. Dutch authorities decide licence applications. ASML implements those decisions and can make separate commercial choices.
The distinction matters for actor classification. The Dutch state is the rule-maker; ASML is a regulated intermediary, commercial target and adapter. US rules may separately affect specified US-origin items or qualifying foreign-produced items, but they do not turn every ASML transaction into a US licensing decision.
Strategic assessment
Restrictions can delay access and raise substitution costs while also encouraging domestic investment by the target. Continued production on installed tools, inventories and lawful licences can moderate denial. Claims of success should identify the controlled system, destination, licence outcome and capability effect. The firm's current disclosures should control any numerical statement.
Operational controls
Four separate decisions govern an export-control case. Authorities define the controlled technical parameters, determine whether a destination or end use falls within the rule, decide any licence application and enforce non-compliance. ASML then translates those decisions into order acceptance, shipment, installation, servicing and customer-support processes. A delayed shipment may reflect licensing, production scheduling, customer choice or another commercial factor, so it is not by itself evidence of a government denial.
Analysis should also distinguish the stock of installed equipment from the flow of new systems and services. A restriction on a new model does not remove machines already operating, while a service restriction can affect capability through a different channel. Effects depend on spare parts, software updates, engineering expertise, utilisation rates and access to complementary inputs. The proper unit of assessment is therefore a specified tool or service, under a specified rule, for a stated end user and period.
This boundary preserves corporate agency without assigning public authority to the firm. ASML can warn about commercial effects, change lawful product configurations and allocate production, but only the competent government can grant or refuse a Dutch export authorisation. Publication-day review should use the current Dutch control schedule and ASML disclosures rather than shorthand descriptions of a technology blockade.
