Alrosa

Alrosa is a Russian diamond producer controlled by the Russian Federation and the Republic of Sakha. Its post-2022 treatment illustrates a traceability problem: rough stones can be cut and polished in a third country before entering a restricting market, changing their commercial description and complicating origin verification.

Sanctions and diamond restrictions

United States measures in February 2022 restricted specified debt and equity transactions involving Alrosa. On 7 April 2022, the Office of Foreign Assets Control designated the company for blocking. Treasury's notice described Alrosa as responsible for approximately 28 per cent of global diamond mining and about 90 per cent of Russia's capacity, using figures tied to that period. They are not current 2026 market shares.

The European Union listed Alrosa and its chief executive on 3 January 2024. Separate European Union and Group of Seven measures phased in restrictions on direct imports of Russian diamonds and on Russian-origin stones processed in third countries. The legal actions and their effective dates are distinct even where governments coordinated policy.

Official notices establish listing status, scope and stated revenue-denial objectives. They do not establish the revenue actually lost, the quality of chain-of-custody controls or a comparative finding that diamond enforcement is weaker than oil enforcement. Those assessments require dated trade, customs and compliance evidence. Publication-day review must verify Alrosa's exact United States and European Union status, ownership and the current treatment of third-country processing.

Diamonds also differ from bulk commodities. High value, small physical size and transformation during polishing make shipment-level origin evidence difficult. That structural problem explains the focus on certification, but does not excuse an unsourced claim that all polished stones evade control.
